Samsung to Demonstrate 4G Mobile Technology

    Samsung Electronics announced its plan to demonstrate 4th Generation (4G) mobile technology at the annual Samsung 4G Forum in Jeju Island, Korea for the first time in the world. Demonstration will take place at the specially designed bus in mobile circumstances reaching 100 Mbps data transmission as well as at the display area inside forum venue to show speeds of 1Gbps of data transmission.

The bus demonstration will give participants a first-hand experience of this latest technology. A demonstration bus will be moving at speeds of 60 km/h to show multi-cell Handover* with data speed of 100Mbps. A live broadcast of the Forum, VOD, and internet access will be shown simultaneously in a demonstration bus allowing delegates to experience the stability and speed of 4G connectivity of 100Mbps data speed.

Study science, job assured

First he promised flexible timings to mothers who are science graduate to ensure their return to the work place. Now, the Union Science and Technology (S&T) minister Kapil Sibal is promising jobs and money to science researchers.In what is clearly an attempt to catch up with the fast strides of China, which produces almost 9 lakh R&D professionals and about 40,000 PhDs every year as compared to a mere 1.15 lakh R&D professionals and 4,500 Ph.Ds churned out by India, Sibal has come up with some innovative plans. Sibal is planning to launch an Employment Guarantee Scheme of a different kind: Jobs for students who pursue research in science.

“Assured jobs with good salaries will encourage more and more students to take up research in science,” Sibal said. The ministry plans to offer at least a job of an Assistant Professor to all the Ph.D degree holders in science. The ministry has discussed the matter with the Prime Minister and has sent proposals to the Planning Commission.

“Students are rushing towards commerce since they find it to be better paying. In science it is either engineering or medicine that attracts the youth. Very few students go for research in science,” Sibal said.The ministry plans to increase investment into science and attract talent by providing scholarships, fellowships and a research grant of about Rs5,000 to about 10 lakh students over a period of five years.

“Brilliance breeds brilliance. Hence, about 40,000 children in the age-group of 10-17 who are good in science will get an opportunity to interact with global icons of science including the Nobel Prize winners,” the minister added. India’s growth in science and technology has not been keeping in pace with the rate of developments of research in other countries. Government feels the competitiveness of India, measured in terms of publications in papers of journals covered by the Science Citation Index (SCI), is not proportional to the inherent strength of the country.“A career in science is losing its charms now. Hence, we need to attract talent to study and have a career in science through an efficient supply chain management,” added T Ramasami, secretary S&T ministry.

India’s first ever national report on Science and Technology has revealed that the number of unemployed science-literates has increased significantly. The percentage of unemployed postgraduates with science background was found to be as high as 62.8% and about 22.3 % of science graduates remain unemployed.The report added that among professionals, technical and related jobs, almost 29% of the total employed are educated in science. But despite that many with scientific qualifications are not engaged in science and technology jobs


Google launches new online software tools

Internet giant Google on Monday took the software battle deeper into Microsoft’s territory with a new package of online services for small-business users.Google said it would offer businesses tailor-made versions of its free e-mail service Gmail, instant messaging, voice calling, shared calendars and basic design, publishing and hosting of websites.The company is marketing its “Google Apps for Your Domain” service to smaller companies, non-profit groups and universities that want a range of corporate IT services without the cost.
“The service scales easily to accommodate growing user bases and storage needs while drastically reducing maintenance costs,” Google said in a statement.The service expands on basic online software already offered by Google such as word processing and spreadsheets that analysts say are part of a strategy by the search titan to take on industry leader Microsoft at its own game.
Dave Girouard, vice president of Google’s enterprise group, said the new package “eliminates many of the expenses and hassles of maintaining a communications infrastructure, which is welcome relief for many small business owners and IT staffers”. “Organizations can let Google be the experts in delivering high quality e-mail, messaging, and other web-based services while they focus on the needs of their users and their day-to-day business,” he said.

what is RTI?? Right To Information.

What is Right to Information?

Every citizen has a right to know how the Government is functioning. Right to Information empowers every citizen to seek any information from the Government, inspect any Government documents and seek certified photocopies thereof. Some laws on Right to Information also empower citizens to official inspect any Government work or to take sample of material used in any work.

But why should the Government provide information?

In 1975, Hon’ble Supreme Court said in the case of Raj Narain vs Union of India:

“In a government of responsibility like ours where the agents of the public must be responsible for their conduct there can be but a few secrets. The people of this country have a right to know every public act, everything that is done in a public way by their public functionaries. They are entitled to know the particulars of every public transaction in all its bearings.”

Article 19(1) of the Constitution provides for Fundamental Right of speech & expression. Supreme Court has said that a person cannot express himself unless he “knows”. Hence, Right to Information is a part of the Fundamental Right of speech & expression.

Besides, we live in democracy. The Governments are by the people, of the people and for the people. The people are the masters. All the taxes collected by the Governments belong to the people. Hence the people have a right to know how they are being governed and how their money is being used.

If it is a fundamental right, then why do we need right to information laws?

Right to Information laws provide the machinery for the use of this right. Suppose you go to a government office and demand an officer to show all his files because this is your fundamental right, he will not do that. So, the right to information laws provide for forms in which you can apply, where you can apply, in how many days you should get information, what if you do not get information etc.

Who can ask for information?

Any citizen can ask for information under these laws.

From which governments can we ask information?

Presently, nine state governments have passed right to information laws. These are Jammu & Kashmir, Delhi , Rajasthan, Madhya Pradesh, Maharashtra , Karnataka, Tamil Nadu, Goa and Assam . Hence, any citizen of India can ask information from any of these State Governments related to their respective affairs. The Central Government has recently tabled a Central Right to Information Bill in Parliament. Once that is passed, then any citizen would be able to seek information from any state or central government.

Do these laws apply to private bodies also?

The situation varies from state to state. The laws apply to any body controlled or substantially financed by the Government. In some states, the laws also apply to cooperative bodies and societies. However, there has been a demand that these laws should be made applicable to such private bodies who provide public services, like telecom companies, electricity companies etc.

What kind of information can one ask for?

A person can ask for any information related to the government functioning like copies of contracts of various government works, copies of bills and vouchers, status of any application filed with the government, status of various grievances or corruption cases pending, attendance registers of gardeners or sweepers in your area, log book of vehicles used by various government functionaries, list of works carried out by your MLA and MP, obtain sample of material of any government work, documents related to various policies and budgets of the governments etc

Govt to release 60 MHz of spectrum for 3G by ‘07

The department of telecommunications has prepared a road map for the release of 3G spectrum, under which it would require the defence ministry to vacate 25 MHz by the end of December 2006, and another 35 MHz by 2007-end.

3G mobile services permit high-speed Internet access using different wavelengths, and allow operators to offer mobile broadband services like video-and audio-streaming, among other things. The road map, if implemented, would mean there being not enough 3G spectrum for the eight pan-Indian mobile telecom operators by the end of this year. Telcos require a minimum of 5 MHz each to run 3G operations.

This implies that only five of the eight mobile operators across the country can operate 3G services by the year-end. The main mobile operators include Bharti, Hutchison-Essar, Idea Cellular, BSNL, Reliance Communications, Tatas, Spice Telecom, and Aircel-Maxis (both of whom are going, or will go for an all-India licence).

In the second year, however, there will be enough spectrum for all the existing telcos, and it might be possible to give them even 10 MHz each to run 3G services. Spectrum of 5 Mhz is enough to support over 3-4 million 3G customers per operator, with heavy data applications.

The defence ministry is now using most of the 3G spectrum bands for its own equipment. However, it has agreed to vacate them in phases, for which it requires new electronic equipment. And that is expected to cost over Rs 1,000 crore (Rs 10 billion).

At a meeting cellular operators had with the Telecom Regulatory Authority of India a week ago, the discussions centred on how to distribute the scarce resources. One suggestion sought offering the spectrum to five telcos, while the rest shared the infrastructure of the others for the time being.

In that case, customers of telcos that had not been granted 3G spectrum could roam on the networks of the other five operators. This is possible as none of the operators expects to rope in 5 million 3G customers within the next few years.

The selection of the five operators, the COAI suggested, could be based on a parade that took into consideration different parameters - the quantum of investment committed, the cheapest 3G tariffs promised, among other things.
